All Will Be One
The Red Terror

All Will Be One + The Red Terror

Overview
If you control both All Will Be One and The Red Terror, putting one or more counters on a permanent or player causes All Will Be One to trigger and (when that trigger resolves) deal damage; because All Will Be One is a red source (it costs {3}{R}{R}), its damage will trigger The Red Terror’s ability, which then puts a +1/+1 counter on The Red Terror; that counter will itself trigger All Will Be One again, creating a repeating chain of triggers (subject to normal stack and targeting rules) [Ruling 2023-02-04] .
Step 1
An event causes one or more counters to be put on a permanent or player; All Will Be One’s triggered ability triggers because of that event [Ruling 2023-02-04].
Step 2
All Will Be One’s triggered ability is placed on the stack and a target (an opponent, a creature an opponent controls, or a planeswalker an opponent controls) is chosen when the trigger is put on the stack.
Step 3
When that All Will Be One trigger resolves, it deals damage equal to the number of counters that were put; damage is dealt as described in rule .
Step 4
The damage dealt by All Will Be One is from a red source you control (All Will Be One is red), so that damage event satisfies The Red Terror’s Advanced Species trigger condition and The Red Terror’s triggered ability is created and later put on the stack .
Step 5
When The Red Terror’s triggered ability resolves it puts a +1/+1 counter on The Red Terror .
Step 6
Putting that +1/+1 counter on The Red Terror causes All Will Be One to trigger again (per All Will Be One’s oracle text and the ruling) and the cycle can repeat, producing a new All Will Be One trigger to be put on the stack [Ruling 2023-02-04].
Step 7
Each repetition is a separate triggered ability that the players put on and resolve via the stack; it is not an immediate or rule-enforced infinite resolution — players will handle each trigger in timestamp/APNAP order and choose targets each time .
Resolution
Putting counters that cause All Will Be One to trigger can start a loop: All Will Be One’s triggered ability deals damage (it’s a red source you control), that damage triggers The Red Terror’s ability to put a +1/+1 counter on The Red Terror, and that counter being put onto a permanent causes All Will Be One to trigger again [Ruling 2023-02-04] . Each occurrence is a separate triggered ability on the stack; it is not automatic infinite resolution — the players will put and resolve those triggers one at a time in timestamp/APNAP order and must choose All Will Be One’s target each time .
