Ashaya’s static ability makes nontoken creatures you control into Forest lands in addition to their other types, so while Ashaya is on the battlefield it is a Forest and thus counts as a land for effects that count lands ; Ashaya’s power and toughness being equal to the number of lands you control is a characteristic-defining ability and functions while it’s on the battlefield (and counts itself while it’s a land) (see ruling) [Ruling 2020-09-25]. Quirion Ranger’s activated ability can target any creature (not just a tapped creature) [Ruling 2021-06-18]. If you activate Quirion Ranger and return Ashaya itself as the cost, Ashaya leaves the battlefield when you pay the cost and therefore won’t be on the battlefield to be untapped when the ability resolves, so the untap does nothing to Ashaya; returning Ashaya as the cost does still reduce the number of lands you control at resolution because it’s no longer on the battlefield .
Step 1
Declare activation of Quirion Ranger’s ability and choose a target creature for 'Untap target creature' (you may target any creature) [Ruling 2021-06-18].
Step 2
As part of activation you pay the cost by returning a Forest you control to its owner’s hand; if you choose Ashaya as that Forest you return Ashaya to hand and it leaves the battlefield before the ability resolves .
Step 3
After costs are paid the ability is on the stack; when it resolves it attempts to untap the targeted creature. If the targeted creature is no longer on the battlefield (for example, Ashaya was returned as the cost), there is no legal object to untap and nothing happens to that target.
Step 4
If you returned a different Forest (not Ashaya) as the cost, Ashaya remains on the battlefield and its power/toughness will reflect the current number of lands you control (including Ashaya if it is still a Forest) .
Resolution
You may return Ashaya to its owner’s hand to pay Quirion Ranger’s cost because Ashaya is a Forest while it’s on the battlefield . You may target any creature with the untap effect [Ruling 2021-06-18]. If you return Ashaya itself as the cost, it will no longer be on the battlefield when the ability resolves, so the untap will have no effect on Ashaya (it can’t be untapped off the battlefield) . If you instead return some other Forest you control, the untap will resolve normally.
