Step 1
An opponent loses life (for example, from damage or by paying life). That loss-of-life event is recognized by the game and by Bloodthirsty Conqueror’s trigger (“Whenever an opponent loses life…”).
Step 2
Bloodthirsty Conqueror’s triggered ability is put on the stack. When that ability resolves, you gain life equal to the life lost by that opponent.
Step 3
That life gain is an event that Starscape Cleric’s triggered ability watches for. Per rule , Starscape’s ability (“Whenever you gain life, each opponent loses 1 life.”) is treated as watching for a source-caused life gain, so it triggers when you actually gain life.

If you control both Bloodthirsty Conqueror and Starscape Cleric, an opponent losing life will begin a chain of triggered abilities: Bloodthirsty triggers and (when it resolves) you gain life; that life gain triggers Starscape Cleric which (when it resolves) makes each opponent lose 1 life; that loss re-triggers Bloodthirsty, etc. This loop will continue (placing more triggered abilities on the stack and resolving them) until something prevents the life changes or a player’s life total becomes 0 or less and that player loses the game .
