Overview
Bloom Tender can be tapped to add one mana of each color among permanents you control (including Pemmin's Aura, which is blue), and Pemmin's Aura’s {U}: Untap enchanted creature ability doesn’t target the creature, so it can untap Bloom Tender even if the creature has been given shroud. Using Bloom Tender to produce at least one blue and one other color and then paying Pemmin’s {U} to untap creates a loop that nets one mana of the other color each cycle (so you can generate infinite mana of that other color) because you may activate mana abilities before paying costs and only the Aura’s controller can activate the Aura’s abilities . Also note Bloom Tender can’t produce colorless mana [Ruling 2008-08-01].
Step 1
Have Bloom Tender on the battlefield with Pemmin's Aura attached to it (you control both).
Step 2
Activate Bloom Tender’s Vivid {T} ability to add one mana of each color among permanents you control; Pemmin’s Aura is a blue permanent, so one of those mana will be blue. Use the produced mana is placed into your mana pool immediately (you may activate mana abilities before paying costs) .
Step 3
Pay {U} to activate Pemmin’s ability “{U}: Untap enchanted creature.” This ability does not use the word “target”; it refers to the enchanted creature and so is not a targeted ability. Only the Aura’s controller may activate that ability .
Step 4
That ability resolves and untaps Bloom Tender. Because the untap ability didn’t target, giving the creature shroud via Pemmin’s other ability does not prevent the untap .
Step 5
Repeat: tap Bloom Tender again for one mana of each color among permanents you control, pay {U} again to untap it, and so on. Each cycle costs {U} and produces blue+other-color; paying the blue to untap leaves you a net of the other color each iteration, allowing you to generate arbitrarily large amounts of that other-color mana.
Resolution
If you control both Bloom Tender and Pemmin's Aura attached to it, you may tap Bloom Tender for one mana of each color among permanents you control (including blue from Pemmin’s Aura), then pay {U} to activate Pemmin’s {U}: Untap enchanted creature to untap Bloom Tender. That untap ability does not target and thus is not prevented by shroud; repeating this gives you a net of the non-blue mana each cycle (so with at least one other color present this can be looped to produce infinite mana) [Ruling 2008-08-01].
