Overview
When a creature that had one or more -1/-1 counters dies, The Scorpion God’s triggered ability and Blowfly Infestation’s triggered ability both trigger. State-based actions are checked first, then the triggered abilities are put on the stack . If Blowfly Infestation’s trigger resolves and puts -1/-1 counters on a creature, Nest of Scarabs’ triggered ability will trigger for the number of counters put on that creature and create that many 1/1 Insect tokens when it resolves . If putting those -1/-1 counters causes a creature’s toughness to go to 0 or less or otherwise causes lethal -1/-1 counters, state-based actions will put that creature into the graveyard (which can cause further triggers) .
Step 1
A creature that had one or more -1/-1 counters dies; state-based actions are checked and the creature is put into its owner’s graveyard as appropriate .

As a result of that death, The Scorpion God’s triggered ability ('Whenever a creature with a -1/-1 counter on it dies, draw a card.') triggers and is placed waiting to be put on the stack, and Blowfly Infestation’s triggered ability ('Whenever a creature dies, if it had a -1/-1 counter on it, put a -1/-1 counter on target creature.') also triggers; both triggers will be put on the stack after state-based actions finish being processed .
Step 3
When those triggers are put on the stack, controller order and APNAP (active player/nonactive player) ordering determine which trigger is on top; when each resolves, the effects happen one at a time .

Resolution
Primary sequence: a creature with a -1/-1 counter dies -> state-based actions complete -> The Scorpion God’s trigger (draw) and Blowfly Infestation’s trigger (put a -1/-1 counter on target creature) are created and later placed on the stack . When Blowfly’s trigger resolves, it puts the indicated -1/-1 counter(s) on the chosen target.
