Bootleggers' Stash + Revel in Riches

Overview
Bootleggers' Stash gives lands an activated ability to tap to create Treasure tokens. Those Treasures count toward Revel in Riches' upkeep condition, but Revel in Riches' win ability is an intervening-"if" triggered ability and only triggers if you already control ten or more Treasures at the moment the beginning-of-upkeep event occurs .
Step 1
Bootleggers' Stash grants your lands the activated ability "{T}: Create a Treasure token." You may activate that ability whenever you have priority and the land is untapped and able to be tapped (the created token enters the battlefield and is a Treasure you control).
Step 2
Revel in Riches' second ability is worded as an intervening-"if" triggered ability: "At the beginning of your upkeep, if you control ten or more Treasures, you win the game." That ability checks whether you control ten or more Treasures at the moment the beginning-of-upkeep event occurs and only triggers if that condition is true .
Step 3
Because the check happens as the trigger event occurs, you cannot activate Bootleggers' Stash’s granted ability after that check but before the trigger is placed on the stack to make up the tenth Treasure; you must already control ten or more Treasures at the moment the beginning-of-upkeep event occurs for the ability to trigger .
Step 4
If the ability does trigger, it is put on the stack. As it resolves it checks again that you control ten or more Treasures; if you still do, you win the game; if you don’t, the ability does nothing (Ruling [2017-09-29]) .
Step 5
Only Treasures on the battlefield count toward the total; any tokens not on the battlefield don’t exist for this count .
Resolution
You can use Bootleggers' Stash’s granted ability to create Treasure tokens and those tokens count as Treasures for Revel in Riches. However, Revel in Riches’ second ability is an intervening-"if" triggered ability that checks whether you control ten or more Treasures as the beginning of your upkeep event occurs; it only triggers if that check is true, and it checks again on resolution . If you don’t have ten or more Treasures at the moment the ability would trigger (the beginning of your upkeep), it won’t trigger at all. If it did trigger but you have fewer than ten Treasures when it resolves, you won’t win the game (Ruling [2017-09-29]).
