Overview
When Ghostly Flicker resolves exiling and returning Dualcaster Mage, the Mage re-enters and its enter-the-battlefield trigger can target an instant or sorcery spell on the stack and, when that trigger resolves, put a copy of that spell onto the stack per the copying rules .

If Ghostly Flicker exiles and returns Dualcaster Mage, Dualcaster Mage’s ETB trigger can target any instant or sorcery spell on the stack (it need not have targets and it need not be controlled by the Mage’s controller) and, when the trigger resolves, it creates a copy of that spell which is put onto the stack; the copy is a spell controlled and owned by the player who put the copy onto the stack and you may choose new targets for that copy as allowed by the Mage’s ability and the copying rules (see also Ruling [2016-06-08]).
