Overview
If you control Elvish Archdruid equipped with Umbral Mantle, you may tap Elvish Archdruid for green mana using its {T} mana ability (this is a mana ability and doesn’t use the stack) [Ruling 2011-09-22], then activate the ability granted by Umbral Mantle by paying {3} and the untap cost ({Q}) to untap Archdruid as a cost [2008-05-01] and give it +2/+2 until end of turn; because Umbral Mantle grants the ability to the equipped creature, the creature’s controller is the one who may activate that ability .
Step 1
Ensure Umbral Mantle is attached to Elvish Archdruid (it is the equipped creature) .
Step 2
Activate Elvish Archdruid's {T} mana ability to add {G} for each Elf you control; this is a mana ability that doesn't use the stack, so it resolves immediately and you cannot respond to its activation [Ruling 2011-09-22]; note that the mana amount counts Archdruid itself among your Elves [Ruling 2009-10-01].
Step 3
With the mana now in your mana pool, activate the ability granted by Umbral Mantle on the equipped Archdruid by paying {3} and the untap cost ({Q}). As part of paying that cost you untap Archdruid (the untap is a cost and can’t be responded to) [Ruling 2008-05-01]; the ability then goes on the stack.

When the Mantle ability resolves it gives Archdruid +2/+2 until end of turn.

Resolution
Sequence and outcome: Tap Elvish Archdruid to add {G} for each Elf you control (this is a mana ability that doesn’t use the stack) [Ruling 2011-09-22] and note that Archdruid’s mana ability counts itself among Elves you control [Ruling 2009-10-01]. With that mana in your mana pool, activate the equipped creature’s Umbral Mantle ability by paying {3} and the untap cost ({Q}); as part of paying that cost you untap Elvish Archdruid (the untap as a cost can’t be responded to) [2008-05-01], the ability then goes on the stack and (when it resolves) gives Archdruid +2/+2 until end of turn. Because Umbral Mantle’s text gives the equipped creature the ability (it “has” the ability), the equipped creature’s controller is the only player who may activate it . If Elvish Archdruid taps for N green and N > 3 (i.e. you control 4 or more Elves including Archdruid) this creates a net gain of N−3 green each cycle, enabling you to repeat the tap/activate/untap cycle to produce arbitrarily large amounts of green mana (an infinite-mana loop under those conditions) [Ruling 2011-09-22] [2008-05-01] [Ruling 2009-10-01].
