Overview
Rings of Brighthearth can copy Voltaic Key’s activated ability (it’s not a mana ability), but it cannot copy Everflowing Chalice’s {T}: Add {C}… ability because that is a mana ability. Everflowing Chalice’s number of charge counters is set when it’s cast via multikicker (see ). The basic interaction: activate Voltaic Key ({1}, {T}: Untap target artifact); Rings’s triggered ability may be paid to create a copy of that Key activation which can untap whichever artifact you choose (Key or Chalice). Step 1
You activate Voltaic Key by paying {1} and tapping it; you choose a target artifact for that activation as part of the activation (Voltaic Key’s own ability text).
Step 2
When you activate Voltaic Key, Rings of Brighthearth notices that you activated a non-mana activated ability and its static ability creates a triggered ability that goes on the stack allowing you to pay {2} to copy the activated ability (Rings’ Oracle text).
Step 3
If the Rings trigger resolves and you pay {2}, Rings creates a copy of the Voltaic Key activation and puts that copy on the stack; you may choose new targets for that copy (Rings’ Oracle text).
Step 4
The copy will resolve like the original activated ability except you do not pay costs for the copy; the copy can untap Everflowing Chalice or Voltaic Key depending on the target you chose.
Step 5
Because Everflowing Chalice’s {T}: Add {C} for each charge counter is a mana ability, Rings cannot copy Everflowing Chalice’s tap-for-mana ability (Rings copies only non-mana activated abilities).
Step 6
By choosing targets appropriately (e.g., copying Voltaic Key and targeting Key to untap it), you can create further activations in sequence: a copy can untap Key so you can activate Key again, and other copies can untap Chalice so you can tap Chalice to get colorless mana.
Resolution
Rings copies Voltaic Key activations (Key’s ability is not a mana ability), but Rings cannot copy Everflowing Chalice’s tap-for-mana ability because that is a mana ability. Everflowing Chalice’s charge counters are determined when it’s cast by paying multikicker costs . If you activate Voltaic Key, Rings’ triggered ability can create a copy of that activation (you may pay {2} as Rings resolves); the copy can have different targets than the original and will be put on the stack and resolve like the activated ability. If paying the cost to copy Rings’ triggered ability requires sacrificing Rings (or it otherwise leaves the battlefield as part of paying that cost), the copy won’t be created because Rings won’t be on the battlefield when its triggered ability is considered to have been activated/resolved — see Ruling [2020-11-10]. Also note Everflowing Chalice can be cast without kicking and thus can have zero charge counters and produce no mana when tapped (Ruling [2021-03-19]).
