When you resolve Personify while Fire Lord Zuko is on the battlefield, the creature returned from exile causes Zuko’s “a permanent you control enters from exile” trigger to trigger, and when that trigger resolves it puts a +1/+1 counter on each creature you control — that includes the returned creature and the 1/1 token Personify creates (because the token is created after the return and will be on the battlefield when the trigger resolves). Step 1
Player casts Personify targeting a creature they control and the spell resolves.
Step 2
As Personify resolves, the targeted creature is exiled (it leaves the battlefield and is now in exile).
Step 3
Personify then returns that card to the battlefield under its owner’s control — it enters the battlefield from exile, which is the event that can cause Zuko’s "a permanent you control enters from exile" triggered ability to trigger.
Step 4
Personify then creates the 1/1 colorless Shapeshifter token with changeling; the token enters the battlefield after the returned permanent.
Step 5
Zuko’s triggered ability (created when the returned permanent entered from exile) is on the stack. When that trigger resolves, it puts a +1/+1 counter on each creature you control at that moment — that includes the returned creature, the 1/1 token, Zuko (if Zuko is present), and any other creatures you control.
Resolution
If you Personify a creature you control while Fire Lord Zuko is already on the battlefield, the returned creature enters the battlefield from exile, which causes Zuko’s triggered ability (“whenever a permanent you control enters from exile”) to trigger once. Personify then creates the 1/1 Shapeshifter token. When Zuko’s trigger resolves it puts a +1/+1 counter on each creature you control at that time — that will include the returned creature and the token. If you Personify Zuko itself, Zuko’s own “enters from exile” event will cause its ability to trigger; when that trigger resolves it will likewise put counters on each creature you control (including itself and the token). If Zuko is not on the battlefield when the permanent enters from exile (for example, Zuko is exiled or otherwise not present), Zuko won’t see the event and won’t trigger. The Personify exile/return instructions are part of the resolving spell and are not linked to Zuko as a pair of printed abilities on the same object, so linked-ability rules in and do not change this interaction.
