Ichormoon Gauntlet gives planeswalkers you control two extra loyalty abilities (a [0] Proliferate and a [-12] Take an extra turn), but that doesn't let you activate more than one loyalty ability of a given planeswalker in a turn by itself because of the normal loyalty-ability activation limit and the applicable ruling (Ruling [2023-02-04]). Step 1
Identify the loyalty abilities available on Teferi after Ichormoon Gauntlet is on the battlefield: Teferi's printed abilities plus the Gauntlet-granted [0]: Proliferate and [-12]: Take an extra turn (those are loyalty abilities for Teferi). The fact that Ichormoon grants abilities is a rules modification that applies to planeswalkers you control when it resolves and to ones you get later that turn (Ruling [2014-07-18]).
Step 2
Under the default rule, you may activate a loyalty ability of Teferi once per turn (the ordinary one-per-planeswalker limit) ; the Ichormoon-granted abilities do not remove that per-planeswalker limit (Ruling [2023-02-04]).

If you want to get a second activation of Teferi's loyalty abilities in the same turn, activate The Chain Veil by paying {4} and tapping it; when that ability resolves, for each planeswalker you control you may activate one of its loyalty abilities once this turn as though none of its loyalty abilities have been activated this turn — that creates permission for one extra activation on Teferi this turn (the extra activation must still be performed before the turn ends).
Step 4
When you activate any loyalty ability (normal or Chain Veil–granted), you must pay the loyalty cost by adding or removing loyalty counters at activation time , and a negative-cost ability can't be activated unless there are enough counters to remove .
Step 5
If any activation causes Teferi's loyalty to become 0, it is put into its owner's graveyard as a state-based action the next time state-based actions are checked .

Practical sequencing example: if Teferi has enough loyalty to pay a negative-cost ability, you can (A) activate one loyalty ability normally (using Teferi's timing text you can do that at instant speed if allowed by Teferi), then (B) activate The Chain Veil (pay costs and tap) and after it resolves activate one additional loyalty ability on Teferi that turn using the Chain Veil permission. Which specific two loyalty abilities you activate (for example the Gauntlet-granted [0] Proliferate and Teferi's [-10] ultimate) must respect loyalty-counter availability and the fact that Ichormoon's abilities are legal loyalty abilities of Teferi.
Resolution
With Ichormoon Gauntlet + Teferi, Master of Time + The Chain Veil under your control, you may activate a loyalty ability of Teferi once under the normal rules and may activate one additional loyalty ability of Teferi that turn if The Chain Veil's {4},{T} ability was activated and resolved that turn. Ichormoon Gauntlet granting extra loyalty abilities does not by itself let you activate more than one loyalty ability of a single planeswalker in a turn (Ruling [2023-02-04]), but The Chain Veil's effect creates permission for one extra activation of each planeswalker that turn. Each activation must pay its loyalty cost and the planeswalker must have enough counters for negative costs ,; if loyalty becomes 0 it is put into its owner's graveyard .
