Overview
With Underworld Breach on the battlefield you can repeatedly escape Jeska's Will from your graveyard and cast Wheel of Fortune from the cards Jeska's Will exiles. Casting/escaping follows the normal spell-casting steps , and spells resolve and then go to the graveyard or battlefield as usual . The combination lets you loop as long as you can pay Jeska's Will's escape cost (including exiling three other cards from your graveyard each time, per Underworld Breach's text and ruling) and you control a commander so Jeska's Will can provide both modes when cast (Ruling [2020-11-10]).
Step 1
With Underworld Breach on the battlefield, cast Jeska's Will from your graveyard by paying its escape cost (pay {2}{R} and exile three other cards from your graveyard) following rule .
Step 2
As you cast Jeska's Will you may choose both modes if you control a commander (Ruling [2020-11-10]). Choose a target opponent for the first mode as required by the spell while casting .
Step 3
When Jeska's Will resolves it adds {R} equal to the number of cards in the targeted opponent's hand, and it exiles the top three cards of your library — you may play those exiled cards this turn. Resolution and what happens to the spell card afterward follow .
