Jodah, the Unifier + Sisay, Weatherlight Captain

Overview
When you cast Sisay, Weatherlight Captain from your hand while Jodah, the Unifier is on the battlefield, Jodah’s triggered ability triggers and is placed on the stack after the Sisay spell is cast (so the trigger will resolve before the Sisay spell resolves) . When Jodah’s trigger resolves it exiles cards from the top of your library face up until you exile a legendary nonland card with lesser mana value; you may cast that exiled card without paying its mana cost (the cards are exiled face up) [Ruling 2022-09-09]. Casting the exiled card (if you choose to) follows normal timing rules and casting permissions (for example, you can’t cast a sorcery at instant speed unless you have permission) . Note that Jodah’s ability only triggers when you cast a legendary spell from your hand, so casting a legendary card from exile (or another zone) won’t re-trigger Jodah’s ability the same way .
Step 1
You announce casting Sisay, Weatherlight Captain from your hand; the Sisay spell is put onto the stack and the event “you cast a legendary spell from your hand” causes Jodah’s triggered ability to trigger and be placed on the stack above the Sisay spell .
Step 2
Players receive priority with Jodah’s trigger on top of the stack; when that trigger resolves, you exile cards from the top of your library face up until you exile a legendary nonland card with lesser mana value than the Sisay spell you cast; put the other exiled cards on the bottom in a random order [Ruling 2022-09-09].
Step 3
When Jodah’s trigger finds such a legendary nonland card, it gives you permission to cast that exiled card without paying its mana cost; you may cast it then (subject to normal timing rules) .
Step 4
If you choose to cast the exiled card, that cast goes on the stack above the Sisay spell (because you’re casting it while Jodah’s trigger resolution is in progress or immediately after it resolves), so the exiled card will resolve before Sisay resolves, and if it’s a permanent it can enter the battlefield before Sisay does .
Step 5
When the Sisay spell later resolves and Sisay enters the battlefield, any other legendary permanents that entered earlier (including the one from Jodah’s effect) are already present and count as “other legendary permanents” for Sisay’s +1/+1 calculation; Sisay’s resulting power is then used for Sisay’s activated ability’s mana-value comparison when you activate that ability later .
Step 6
Remember Jodah’s ability only triggered because Sisay was cast from your hand; a later cast of a legendary card from exile (for example) would not trigger Jodah in the same way unless it was cast from your hand .
Resolution
If you cast Sisay from your hand while Jodah is on the battlefield, Jodah’s triggered ability goes on the stack and will resolve before Sisay resolves . Jodah’s trigger will exile cards face up until it finds a legendary nonland card with mana value less than Sisay’s mana value and you may cast that card without paying its mana cost [Ruling 2022-09-09]. If you cast that exiled card and it’s a permanent, it can enter the battlefield before Sisay resolves and thus count as an “other legendary permanent” for Sisay’s +1/+1-for-colors ability when Sisay later enters the battlefield; Sisay’s activated ability’s search threshold (less than Sisay’s power) uses Sisay’s power when you activate it after Sisay is on the battlefield .
