Maha, Its Feathers Night + Toxrill, the Corrosive

Overview
Maha’s static ability sets opponents’ creatures’ base toughness to 1 and Toxrill’s static ability gives creatures you don’t control -1/-1 for each slime counter on them. Those two continuous effects interact by applying in their appropriate layers: Maha sets base toughness to 1 , then the -1/-1 modifiers from Toxrill are applied, which can reduce a creature’s toughness to 0 or less and cause it to be put into its owner’s graveyard as a state-based action when state-based actions are next checked . Rulings clarify that Maha’s toughness-setting effect overwrites other toughness-setting effects that started earlier and that Toxrill’s -1/-1 applies to any creature with slime counters regardless of what put them there (not just counters from Toxrill) [Ruling 2024-07-26] [Ruling 2021-11-19].
Step 1
Determine applicability: For Maha, 'creatures your opponents control' refers to creatures controlled by Maha’s opponents; for Toxrill, 'creatures you don’t control' refers to creatures Toxrill’s controller does not control. Which creatures are affected depends on who controls each permanent.
Step 2
Apply continuous effects in layers: Maha’s ability that sets base toughness to 1 is a toughness-setting continuous effect and is applied in the appropriate P/T-setting layer; Toxrill’s static effect that gives creatures you don’t control -1/-1 for each slime counter on them is applied in the P/T modifying layer after base values are set .
Step 3
Count slime counters: The number of slime counters on a creature is used by Toxrill’s static effect to compute the total -1/-1 applied; Toxrill’s -1/-1 applies whether or not Toxrill placed those counters [Ruling 2021-11-19].
Step 4
Compute final toughness: Start from base toughness (Maha may have set it to 1) and apply the -1/-1 modifiers from Toxrill; the result is the creature’s current toughness after continuous effects are applied .
Step 5
State-based action check: If a creature’s resulting toughness is 0 or less, it is put into its owner’s graveyard as a state-based action when SBA are checked (whenever a player would get priority) .
Step 6
Triggered abilities: For each creature you don’t control that had a slime counter and dies, Toxrill’s triggered ability triggers and will create a 1/1 Slug token when that triggered ability resolves; 'dies' is defined as being put into a graveyard from the battlefield .
Resolution
If the same player controls Maha and Toxrill, then opponent creatures get base toughness 1 from Maha and then take -1/-1 for each slime counter on them from Toxrill’s static effect; any of those creatures whose resulting toughness is 0 or less are put into their owners’ graveyards by state-based actions the next time SBA are checked . Toxrill’s death-trigger that watches for “a creature you don’t control with a slime counter on it dies” will trigger for each such creature that dies and go on the stack as usual . If Maha and Toxrill are controlled by different players they affect different sets of creatures (each effect uses that creature’s controller to determine applicability) and may not interact directly.
