When you cast Scapeshift you sacrifice lands as part of Scapeshift’s resolution and you can’t activate Maze’s End in response to that sacrifice during the resolution of Scapeshift . Step 1
Activate Maze's End before casting Scapeshift: Announce the activation, pay costs (including tapping and returning Maze's End to your hand as part of the cost) and put that activated ability on the stack; when it resolves you search your library for a Gate and put it onto the battlefield, then check the "If you control ten or more Gates ... you win the game" clause as part of that ability's resolution [Ruling 2013-04-15] .
Step 2
Cast Scapeshift with Maze's End already on the battlefield and not activated: When Scapeshift resolves you sacrifice any number of lands as the first part of Scapeshift's resolution; those sacrifices occur during resolution and players do not get priority to respond to steps inside resolution [Ruling 2018-07-13].
Step 3
If Maze's End is among the lands you sacrificed to Scapeshift: Maze's End goes to your graveyard as part of Scapeshift's resolution and cannot be activated after it is in the graveyard (its activated ability can only be activated while it’s on the battlefield) .
Step 4
After the sacrifices, Scapeshift instructs you to search your library and put up to that many land cards onto the battlefield tapped; perform that search per the search rules and put those lands onto the battlefield tapped (this is a put action, not playing lands) .
Step 5
If you wanted to use Maze's End’s activated ability to win by getting the tenth Gate, you must have its activation resolve (i.e., activate it before casting Scapeshift or after Scapeshift has finished resolving and Maze's End is available to activate) because the "If you control ten or more Gates... you win the game" clause is applied when that activated ability resolves [Ruling 2013-04-15] .
Resolution
If you cast Scapeshift and include Maze’s End among the lands to be sacrificed, Maze’s End will be sacrificed as part of Scapeshift’s resolution and you cannot use Maze’s End’s activated ability to save it during that resolution [Ruling 2018-07-13]. If you want Maze’s End’s activated ability to search for a Gate (and check its “If you control ten or more Gates ... you win the game” instruction), you must have activated and paid the costs (including returning it to your hand) before Scapeshift resolves [Ruling 2013-04-15] . Scapeshift itself searches your library for land cards and puts them onto the battlefield tapped; those lands are put onto the battlefield (they aren’t played) .
