If you cast Secret Arcade // Dusty Parlor (either half) as an enchantment spell, Ondu Spiritdancer’s "Whenever an enchantment you control enters" ability will trigger when that enchantment enters the battlefield and you may create one token copy of it (only once each turn). Step 1
You cast one half of Secret Arcade // Dusty Parlor from hand. The cast half is an enchantment spell while it’s on the stack (both halves are enchantments by card type). The cast is a 'cast an enchantment spell' event for abilities that are watching for casting an enchantment spell .
Step 2
If Dusty Parlor (back half) itself is on the battlefield before you cast something else, its triggered ability 'Whenever you cast an enchantment spell...' will see you cast any enchantment spell (including permanent spells that are enchantments due to Secret Arcade’s front half) because that ability functions while Dusty Parlor is on the battlefield .
Step 3
When an enchantment spell you cast resolves, it becomes an enchantment permanent on the battlefield at resolution . At the moment it enters the battlefield, Ondu Spiritdancer’s triggered ability ('Whenever an enchantment you control enters') triggers for that entering enchantment.
