Overview

Step 1
You cast an instant/sorcery spell S; it is on the stack with its chosen modes, targets, and an X value if applicable .
Step 2
You cast Reverberate targeting S (you choose the target when you cast Reverberate) and it is placed on the stack above S .
Step 3
Players get priority and may respond while Reverberate is on the stack. If nothing responds, Reverberate resolves and puts a copy of S onto the stack under Reverberate’s controller .
Step 4
That copy is a spell on the stack. Because copies are spells on the stack, Twincast can target that copy when Twincast is cast, or Twincast can target the original S or even the Reverberate spell itself while it's on the stack [Ruling 2021-03-19].

If Twincast resolves while targeting a spell on the stack, it puts a copy of that targeted spell onto the stack under Twincast’s controller. When copies are created and the copying effect says you may choose new targets (both Reverberate and Twincast contain this line), the controller of the copying effect may choose new targets for the copy, following the 'choose new targets' rule .
