Overview
If Tidespout Tyrant is on the battlefield, casting Sol Ring (the Sol Ring spell) will cause Tidespout Tyrant’s “Whenever you cast a spell” ability to trigger. That triggered ability is created after you cast the Sol Ring spell and will be placed on the stack so it resolves before the Sol Ring spell resolves and becomes a permanent. Casting a card face down using morph still counts as casting a spell and would likewise trigger Tidespout Tyrant .
Step 1
You announce casting Sol Ring, choose any modes/targets (none for Sol Ring), and pay its costs; the Sol Ring spell is now on the stack as a spell.
Step 2
Tidespout Tyrant’s triggered ability (“Whenever you cast a spell, return target permanent to its owner's hand.”) triggers as a result of you casting the Sol Ring spell and a triggered ability object is created and put on the stack (it will be placed on the stack above the Sol Ring spell).
Step 3
Players receive priority and may cast spells or activate abilities in response to the triggered ability or the Sol Ring spell. Note that tapping an existing Sol Ring to add mana is a mana ability and not 'casting a spell', so it does not itself cause the Tyrant to trigger.
Step 4
If the triggered ability resolves before the Sol Ring spell resolves, it returns its target permanent to its owner’s hand. The Sol Ring spell is still on the stack and has not become a permanent yet, so it cannot be targeted by that trigger.
Step 5
After the triggered ability and any responses resolve, if the Sol Ring spell is still on the stack it may then resolve and enter the battlefield as a permanent, after which it can be activated (tapped) for {C}{C} on subsequent priority windows.
Resolution
Casting Sol Ring while Tidespout Tyrant is already on the battlefield will cause the Tyrant’s triggered ability to trigger; that trigger is put on the stack after the Sol Ring spell is cast and will resolve (if not responded to) before the Sol Ring spell resolves and enters the battlefield. Because the Sol Ring is only a spell on the stack at that time (not a permanent), the triggered ability cannot target that Sol Ring (it may only target permanents). Casting a card face down with morph still counts as casting a spell and will trigger the Tyrant’s ability .
