Overview
Teferi’s emblem lets you activate loyalty abilities any time you could cast an instant, but it does not remove the once-per-turn restriction on each planeswalker . The Chain Veil’s activated ability grants, for that turn, an extra activation for each planeswalker you control by acting “as though none of its loyalty abilities have been activated this turn.” When both are in play (and the Chain Veil activation has resolved), for each planeswalker you control you get one additional loyalty activation that turn and, because of Teferi’s emblem, you may perform those extra activations any time you could cast an instant . State-based rules about loyalty counters still apply when you pay loyalty costs and when loyalty becomes 0 . Step 1
You have Teferi’s emblem in effect (from Teferi, Temporal Archmage’s −10) so the normal timing restriction in is modified: you may activate loyalty abilities you control any time you could cast an instant.
Step 2
You activate The Chain Veil’s {4}, {T} ability during a time you have priority; that ability resolves and creates an effect for the remainder of the turn that, for each planeswalker you control, lets you activate one of its loyalty abilities once this turn as though none of its loyalty abilities have been activated this turn (the Chain Veil text).
Step 3
Because of the Chain Veil effect, for each planeswalker you control you now have permission to activate one of its loyalty abilities an additional time this turn even if you previously activated that planeswalker’s loyalty ability earlier in the turn; that extra activation is available for the rest of the turn.
Step 4
Because Teferi’s emblem changes the timing, you may make those extra activations any time you could cast an instant (even on opponents’ turns) rather than being limited to your main phase and per Ruling [2014-11-07].
Step 5
Each time you activate a loyalty ability you must pay its loyalty cost by adding or removing counters as appropriate ; you can’t activate a negative-cost ability unless the planeswalker has enough loyalty counters .
Step 6
After any activation, state-based actions are checked and if a planeswalker’s loyalty is 0 it is put into its owner’s graveyard .
Resolution
If you control Teferi’s emblem and you activate and resolve The Chain Veil’s {4},{T} ability, then for each planeswalker you control you may activate one of that planeswalker’s loyalty abilities an additional time that turn, and because Teferi’s emblem changes the timing rule you may do those extra activations any time you could cast an instant. Each activation still requires you to pay the loyalty cost (putting on or removing counters) , and if a planeswalker’s loyalty becomes 0 it is put into its owner’s graveyard .
