Teferi, Who Slows the Sunset + The Chain Veil
Overview
You can use The Chain Veil’s activated ability to allow additional activations of Teferi’s loyalty abilities in the same turn; Chain Veil’s effect removes the per-planeswalker "once per turn" restriction so you may activate one of Teferi’s loyalty abilities again that turn (subject to timing and loyalty-cost rules) .
Step 1
On your main phase with priority and the stack empty, activate a loyalty ability of Teferi (e.g., +1) following loyalty timing rules and apply the loyalty counter change when you activate it .
Step 2
If you used Teferi’s +1 to untap The Chain Veil (it was chosen as the target artifact), that untap happens as part of the resolution of Teferi’s ability and the artifact becomes untapped for subsequent activations; targets are checked on resolution per and Ruling [2021-09-24].
Step 3
With The Chain Veil untapped, activate The Chain Veil’s
,
ability (pay
and tap it); when that ability resolves it creates the effect that for each planeswalker you control you may activate one of its loyalty abilities once this turn as though none had been activated this turn, allowing an extra activation of Teferi this turn contrary to the usual restriction .
Step 4
Because The Chain Veil’s effect only removes the per-permanent prior-activation restriction, you still must satisfy loyalty-cost requirements when activating Teferi again (e.g., you can’t activate a −2 if Teferi lacks 2 counters) , and you must activate during a main phase when the stack is empty .
Step 5
You can now activate Teferi’s loyalty ability again (e.g., another +1) using the permission granted by The Chain Veil; that activation again changes loyalty counters and will resolve and apply its effects, such as untapping Chain Veil again if chosen as a target.
Step 6
Repeat the sequence of untapping Chain Veil with Teferi and tapping Chain Veil to grant another extra activation if you can pay The Chain Veil’s
each time and meet timing/cost constraints; every activation still obeys loyalty-cost rules and Teferi can be put into the graveyard if its loyalty becomes 0 .
Step 7
If at the beginning of your end step no loyalty ability of a planeswalker was activated this turn, The Chain Veil’s triggered ability will cause you to lose 2 life; that condition is checked as part of the trigger’s intervening "if" when it would trigger or resolve .
Resolution

ability grants, for that turn, permission to activate one loyalty ability of each planeswalker you control as though none of that planeswalker’s loyalty abilities had been activated this turn, so you can activate Teferi’s loyalty abilities more than once in the same turn by using Chain Veil and paying the loyalty costs each time . You still must follow normal loyalty-ability timing (main phase, stack empty, you have priority) and pay the loyalty cost (adding or removing counters) when you activate the ability . If Teferi is reduced to 0 loyalty counters it is put into its owner’s graveyard as a state-based action . Teferi’s +1 targets follow normal targeting and resolution rules (if some targets are illegal at resolution the ability affects the remaining legal targets) and the WotC ruling about illegal targets on Teferi’s first ability applies here (Ruling [2021-09-24]). The Chain Veil’s beginning-of-end-step triggered ability will make you lose 2 life if no loyalty ability of a planeswalker was activated during the turn (its trigger’s intervening "if" is checked on resolution) .
