Overview
If Tivit’s Council’s dilemma trigger resolves and produces Clue (from investigate) and/or Treasure tokens, those artifact tokens can be sacrificed to pay Time Sieve’s activation cost (which requires sacrificing five artifacts) as long as they are on the battlefield when you activate Time Sieve; you may also sacrifice Time Sieve itself as one of the five artifacts when activating it (costs can include sacrificing permanents) and per Ruling [2020-08-07]. After Tivit’s ability resolves you receive priority (state-based actions and priority are handled as described in ) and may activate Time Sieve, putting its activated ability on the stack and resolving it to take an extra turn .
Step 1
Tivit’s triggered ability (entering or dealing combat damage) goes on the stack and, when it resolves, starting with you each player votes and the ability creates one Investigate (Clue) for each evidence vote and one Treasure for each bribery vote according to Tivit’s oracle text.
Step 2
All tokens created by that trigger enter the battlefield as artifact tokens; they are objects on the battlefield once the trigger has finished resolving and state-based actions and triggers have been processed .
Step 3
Once the triggered ability has fully resolved and no further state-based actions or triggers stop you from getting priority, you receive priority and may activate abilities (including Time Sieve) .
Step 4
To activate Time Sieve you pay its activation cost — tap it and sacrifice five artifacts as part of that cost. Sacrificing permanents is an allowed cost component .
Step 5
You may include the Clue and Treasure artifact tokens created by Tivit among the artifacts you sacrifice, provided they are on the battlefield when you activate Time Sieve; you may also include Time Sieve itself as one of the artifacts paid into its own cost (Ruling [2020-08-07]).
Step 6
When you activate Time Sieve the activated ability goes on the stack and, when it resolves, you take an extra turn after this one .
Resolution
Tokens created by Tivit’s voting ability (Clues from investigate and Treasures) are artifact permanents and can be sacrificed to pay Time Sieve’s “sacrifice five artifacts” cost if they are on the battlefield when you activate Time Sieve; you may include Time Sieve itself among those sacrificed artifacts when paying the cost (Ruling [2020-08-07]). Activate Time Sieve only after Tivit’s triggered ability has resolved and you have priority (see ); the cost (including sacrificing artifacts) is paid as you activate the ability , then the ability goes on the stack and, when it resolves, you get the extra turn .
