Step 1
Cast Cut Your Losses. If the caster pays the casualty 2 cost, they may sacrifice an eligible creature as part of casting; doing so creates a copy of the spell that will go on the stack and that copy can have a new target (Ruling [2022-04-29]).
Step 2
The copy and the original are each separate spells on the stack (if casualty was paid) and resolve one at a time; the casualty copy resolves before the original (Ruling [2022-04-29]).
Step 3
When the copy resolves it instructs its chosen target to mill half their library, rounded down; this is a mill event (text uses the word “mill”) and so Bruvac’s replacement effect applies, replacing that milling with milling twice that many cards instead (see ).
Step 4
Perform the modified milling: move the top X cards from the targeted player’s library to their graveyard, where X = 2 * floor(L/2) but cannot exceed the number of cards actually in the library at that time (the physical action of putting cards into the graveyard uses the available cards).

Resolution
If Cut Your Losses targets a player who is an opponent of Bruvac’s controller, each time the spell (or a copy of it created by casualty) resolves that instructs that opponent to mill, Bruvac’s replacement effect applies and that opponent mills twice the instructed number of cards instead. If casualty was paid, the copy resolves before the original, so you resolve the copy first (mill = 2 * floor(N/2), limited by cards remaining), then resolve the original on the now-smaller library (again doubled) Ruling [2022-04-29]. Bruvac does not apply to instructions that don’t use the word “mill” (see Ruling [2020-06-23]).
