Overview
If you cast Cut Your Losses and pay its Casualty 2 cost, you sacrifice a creature as part of casting (see ) and a copy of Cut Your Losses is created that will resolve before the original spell ([Ruling 2022-04-29]). Each resolution mills cards into the targeted player's graveyard; all cards put into the enchanted player's graveyard this turn are counted by Fraying Sanity’s triggered ability at the beginning of the next end step ([Ruling 2017-07-14]; see how X is determined at resolution in ).
Step 1
You cast Cut Your Losses and, as part of casting it, may pay the Casualty 2 cost by sacrificing a creature with power 2 or greater; that sacrifice happens during casting per the spell text and casting rules ().
Step 2
When you pay the casualty cost, a copy of Cut Your Losses is created and placed on the stack such that it will resolve before the original spell ([Ruling 2022-04-29]).
Step 3
You may choose a new target for the copy as specified by the Casualty text; both the copy and the original have a target player subject to target legality checks ().
Step 4
The copy resolves first and instructs its targeted player to mill half their library, rounded down; those cards are put into that player’s graveyard immediately as the mill effect resolves.
Step 5
After the copy has finished resolving, the original Cut Your Losses resolves and causes the (then possibly smaller) half of that player’s remaining library to be milled, and those cards are also put into that player’s graveyard.

Resolution
When you pay Cut Your Losses’ Casualty 2, the copy is created and will resolve before the original spell ([Ruling 2022-04-29]). The copy resolves, mills half of the target player’s library (rounded down) and those cards are put into that player’s graveyard; then the original resolves and mills half of the remaining library. All cards put into the enchanted player’s graveyard that turn (including those put there before Fraying Sanity was on the battlefield) are included when Fraying Sanity’s ability determines X at the beginning of the end step ([Ruling 2017-07-14]; see and ).
