Step 1

You cast Chain of Smog: the act of casting the sorcery causes abilities that trigger "when you cast" an instant or sorcery to trigger (e.g., Witherbloom Apprentice) because casting completes the casting steps .

Step 2

Chain of Smog resolves: its effect makes the targeted player discard two cards and then instructs that player that they may copy this spell and may choose a new target for that copy; if they choose to copy, the copy is put onto the stack .
