Step 1
Whirler Virtuoso enters the battlefield under your control; its triggered ability "When this creature enters, you get {E}{E}{E}." triggers and is put on the stack (this gives you three energy when it resolves) (Ruling [2024-06-07]).

Decoction Module sees a creature you control enter and its triggered ability "Whenever a creature you control enters, you get {E}." also triggers; when that resolves you get one energy (Ruling [2024-06-07]).

The result is that paying {E}{E}{E} to make the Thopter leaves you with the same number of energy counters you had immediately before paying, so you can repeat the activation to make arbitrarily many Thopters (subject to normal timing/priority rules and opponents’ responses).
