When you cast Frantic Search (whether from your hand or cast from your graveyard using Underworld Breach's escape), Dragon's Rage Channeler will trigger its "Whenever you cast a noncreature spell, surveil 1" ability. If you cast Frantic Search using Underworld Breach's escape, you choose to cast it as an escape spell and pay its escape cost (its mana cost plus exiling three other cards from your graveyard) as part of casting, so those three cards are exiled immediately as you cast it [Ruling 2020-01-24]. Frantic Search then resolves, and you draw two cards, then discard two cards (both draw and discard happen while Frantic Search is resolving; nothing can occur between them) and you may untap up to three lands you control as it resolves [Ruling 2018-12-07; Ruling 2022-12-08]. The exiling you did to pay escape happens before the spell is on the stack, so those exiled cards are no longer in your graveyard for any continuous checks (for example Delirium on Dragon's Rage Channeler) or for future escape costs [Ruling 2020-01-24; Ruling 2021-06-18].
