Cloud Key + Sensei's Divining Top + The Reality Chip
Overview
If Cloud Key chose artifact and is on the battlefield, and The Reality Chip is attached to a creature so you may cast spells from the top of your library, you can cast an artifact card from the top and Cloud Key will reduce the generic portion of that artifact spell’s mana cost by

Sensei’s Divining Top can be used to arrange or change the top card so an artifact is there before you cast; be aware that once you begin casting a spell, you cannot look at or be affected by changes to the new top card until the spell is cast and the spell’s total cost is locked in during the casting process and becomes cast at the end of those steps .

Ensure Cloud Key is on the battlefield and its chosen type is 'artifact' so spells of that type you cast will have their generic mana cost reduced by (see Ruling [2021-03-19]).

Ensure The Reality Chip is attached to a creature you control so you may cast spells from the top of your library (Reality Chip oracle text).

Use Sensei's Divining Top’s activated ability to look at and rearrange the top three cards so an artifact card you want to cast is on top, or use Top’s 
ability (and the interaction described in Ruling [2016-06-08]) to draw and then put Top on top to produce the desired top card.

Announce that you are casting the top card (moving it from the library to the stack) and follow the casting steps in . At step 601.2e determine the total cost of the spell; apply Cloud Key’s cost reduction to the generic portion of that cost now (see Ruling [2021-03-19] and ).

Pay the (now reduced) total cost and complete the remaining steps of casting; once steps 601.2a–g are completed the spell becomes cast .
Step 6
If The Reality Chip becomes unattached or is removed after the spell is cast, that does not retroactively change the already-cast spell (Ruling [2022-02-18]).
Resolution
With Cloud Key (chosen type = artifact) and The Reality Chip attached, you may cast an artifact card from the top of your library and Cloud Key reduces that spell’s generic mana cost by (only the generic portion is reduced) as applied when you determine the spell’s total cost (see Ruling [2021-03-19]). Sensei’s Divining Top can set that artifact on top before you cast it. If The Reality Chip stops being attached after the spell has been cast from the top, that change does not affect the already-cast spell (Ruling [2022-02-18]).
