Overview
If The Reality Chip is attached to a creature, you may cast spells from the top of your library using that ability; casting such a noncreature spell is a normal cast (). Step 1
Start with The Reality Chip attached to one of your creatures, Sensei's Divining Top on the battlefield, and Displacer Kitten on the battlefield.
Step 2
You use The Reality Chip’s attached-to-a-creature permission to cast a noncreature spell from the top of your library; that is a normal cast and follows the casting steps in .
Step 3
Casting that noncreature spell causes Displacer Kitten’s triggered ability to trigger and be put on the stack (it reads “Whenever you cast a noncreature spell, exile up to one target nonland permanent you control, then return that card to the battlefield under its owner's control”).

Because the spell you already cast from the top was put on the stack and cast before the Kitten trigger resolved, the spell remains legally cast and will resolve normally even if the Chip becomes unattached afterward (Ruling [2022-02-18]).

Casting a noncreature spell from the top of your library with The Reality Chip is a normal cast (); Displacer Kitten will trigger.
