If The Reality Chip is attached to a creature, you may cast spells from the top of your library using that ability; casting such a noncreature spell is a normal cast (). That cast will trigger Displacer Kitten’s Avoidance trigger. You may target Sensei’s Divining Top or The Reality Chip (or another nonland permanent) with that triggered ability. You can respond to the triggered ability (or to the cast) by activating Sensei’s Divining Top’s
ability; that ability may be activated in response to Top’s other ability as noted in Ruling [2016-06-08]. If Top is moved off the battlefield (for example, by resolving its own
ability that puts it on top of your library) before the Kitten trigger resolves, Top is an illegal target and the exile part of the Kitten trigger can’t affect it (). If the Kitten trigger resolves and exiles The Reality Chip while it is attached, the Chip will be exiled and then returned as a new object (it won’t be attached when it returns) per Ruling [2022-06-10]; that will prevent future casts from the top until it’s attached again, but it does not retroactively affect the spell you already cast from the top per Ruling [2022-02-18].
