Overview
With The Reality Chip attached to a creature you may cast the artifact card on top of your library. Foundry Inspector’s static ability (“Artifact spells you cast cost {1} less to cast.”) applies when determining that spell’s total cost as part of casting it . You may use Sensei’s Divining Top to put the desired artifact on top first (and the Top’s abilities can be used in the interaction described by its ruling) [2016-06-08]. Once you announce the artifact spell and determine its total cost, the cost reduction from Foundry Inspector is locked in ; removing Foundry Inspector or un-attaching/removing The Reality Chip after that point does not change that spell’s cost or legality and Ruling [2016-09-20] and Ruling [2022-02-18]. Also note the Reality Chip lets you look at the top card any time, but if the top card changes while a spell is being cast the new top can’t be looked at until the spell becomes cast .
Step 1
Use Sensei's Divining Top's {1}: Look at the top three cards and put the intended artifact on top of your library. (Per Ruling [2016-06-08] you may also respond with the Top's {T} ability to draw/replace it first, then resolve the look.)
Step 2
Ensure The Reality Chip is attached to a creature so its ability allows you to cast spells from the top of your library.
Step 3
Announce that you are casting the artifact from the top of your library; the card moves from the top of your library to the stack .
Step 4
Determine the total cost of the spell, applying Foundry Inspector’s static cost reduction to the artifact spell as part of that step (the mana component can be reduced to {0} if reductions wipe it out).
Step 5
If the total cost includes mana, activate mana abilities you need to generate payment .
Step 6
Pay the total cost and any additional costs, then the spell becomes cast and will resolve as normal .
Step 7
If Foundry Inspector or The Reality Chip are removed after the casting steps above (after cost is locked in), that does not retroactively change the spell’s cost or legality (see Ruling [2016-09-20] and Ruling [2022-02-18]).
Resolution
If The Reality Chip is attached to a creature, you may cast an artifact card from the top of your library. When you announce that you are casting that artifact, follow the normal casting steps: the card moves to the stack , you determine total cost (applying Foundry Inspector’s cost reduction) , you may activate mana abilities , then you pay costs . Once the total cost is locked in, removing Foundry Inspector or causing The Reality Chip to no longer be attached does not change that spell’s cost or stop it from being cast (see Ruling [2016-09-20] and Ruling [2022-02-18]). Sensei’s Divining Top can be used beforehand to put the artifact on top (and its two abilities may be used in response to each other per Ruling [2016-06-08]) and The Reality Chip’s “look at the top card any time” permission is limited by the rule that a top-card change during casting prevents looking at the new top until the spell becomes cast .
