Overview
If Dualcaster Mage enters the battlefield while Heat Shimmer is an instant/sorcery spell on the stack, Dualcaster Mage’s triggered ability can target that Heat Shimmer and, when the trigger resolves, put a copy of Heat Shimmer onto the stack under the ability’s controller’s control; you may choose new targets for that copy . When that copied Heat Shimmer resolves it will create a token that is a copy of the chosen target creature except it has haste and the delayed-exile clause from Heat Shimmer .
Step 1
You (or your opponent) cast Heat Shimmer as a sorcery; as it was cast a target creature was chosen for that Heat Shimmer spell (this is part of the casting process).
Step 2
While Heat Shimmer is still on the stack, you cast (or already control) Dualcaster Mage and it enters the battlefield (it can do so at instant speed because it has flash) .
Step 3
Dualcaster Mage’s enter-the-battlefield triggered ability is put on the stack; when it is put on the stack it targets an instant or sorcery spell on the stack (you may target the Heat Shimmer spell) [Ruling 2016-06-08].
Step 4
When the triggered ability resolves it puts a copy of the targeted instant/sorcery spell (Heat Shimmer) onto the stack under the controller of the triggered ability; you may choose new targets for that copy as it is created .
Step 5
The copied Heat Shimmer is a spell on the stack (it was not cast) and will resolve like any other spell if not countered; when that copied Heat Shimmer resolves it creates a token that’s a copy of the creature it targeted, except the token has haste and the delayed-exile clause from Heat Shimmer .
Step 6
The original Heat Shimmer (if still on the stack) will later resolve (or be countered) independently of the copied Heat Shimmer.
Resolution
Dualcaster Mage can target a Heat Shimmer spell on the stack and create a copy of that Heat Shimmer spell on the stack under the Dualcaster Mage controller’s control; that copy may have new targets chosen as the copy is created , and when that copy resolves it creates the Heat Shimmer token (haste; exiled at the beginning of the end step) of whichever creature the copy targeted .
