Enter the Infinite + Thassa's Oracle

Overview
Cast Enter the Infinite to draw your entire library (draws are done one at a time) and then put a card from your hand on top of your library. If you arrange to have Thassa's Oracle enter the battlefield when your library has fewer cards than your devotion to blue, its triggered ability causes you to win. Drawing your library with Enter the Infinite does not itself make you lose, because you did not attempt to draw from an empty library (cards are drawn one at a time and you draw exactly the number that were in your library) .
Step 1
Cast Enter the Infinite; when it resolves you draw cards equal to the number of cards that were in your library. Those draws are performed one at a time, and because you draw exactly that many cards you will not attempt to draw from an empty library during the resolution of Enter the Infinite .
Step 2
After drawing, follow Enter the Infinite’s instruction: put a card from your hand on top of your library. That will make your library have at least one card unless your hand was empty and you were unable to follow the instruction (rare in this combo) .
Step 3
Ensure Thassa's Oracle will enter the battlefield next (for example, keep Thassa's Oracle in hand and cast it after Enter resolves, or have some method to put it onto the battlefield). When Thassa's Oracle enters, its triggered ability will trigger and later resolve.
Step 4
When the triggered ability resolves it compares your devotion to blue (counting each {U} in the mana costs of permanents you control, including Thassa's Oracle itself once it’s on the battlefield) to the number of cards in your library; if devotion is greater than or equal to the number of cards in your library you win the game (this is Oracle’s oracle-text effect). The Oracle itself contributes to devotion when its entering has completed and the ability resolves, so it normally contributes two toward X [Ruling 2020-01-24].
Step 5
Because Enter the Infinite did not cause you to attempt a draw from an empty library, you won't lose from that; the Oracle’s trigger will cause the win before any state-based loss from drawing would apply, provided the conditions are met when its ability resolves .
Resolution
You can win with Thassa's Oracle after resolving Enter the Infinite as long as, when Thassa's Oracle's enters-the-battlefield triggered ability resolves, your devotion to blue (including Thassa's Oracle itself) is greater than or equal to the number of cards in your library. Enter the Infinite draws only the number of cards that were in your library and therefore does not cause a draw-from-empty loss by itself . The game checks state-based actions before players receive priority, so any loss from drawing from an empty library would occur only if a draw was actually attempted from an empty library and then priority was given .
