Overview
If Demonic Consultation resolves and you choose a name that isn’t in your library, it will exile the rest of your library leaving you with zero cards in library; when Thassa’s Oracle then enters, its triggered ability sees your devotion to blue and compares it to the number of cards in your library and you win if devotion is greater than or equal to that number (empty library = 0). You don’t name a card for Demonic Consultation until it resolves [Ruling 2008-10-01], and exiled cards are kept face up by default .
Step 1
Cast and resolve Demonic Consultation (you don’t choose a card name until it resolves) [Ruling 2008-10-01].
Step 2
When Demonic Consultation resolves, choose a card name; exile the top six cards of your library, then reveal cards from the top of your library until you reveal a card with the chosen name and put that card into your hand, exile the other revealed cards (if the chosen name isn’t in your library, you will reveal and exile the rest of your library) [Demonic Consultation oracle text].
Step 3
After Demonic Consultation fully resolves, your library may be empty if you named a card not present; the exiled cards are kept face up by default .
Step 4
Cast Thassa’s Oracle (pay its costs and put it on the stack per the casting rules) and let it resolve so it enters the battlefield .
Step 5
Thassa’s Oracle’s “When this creature enters” ability triggers on entering and goes on the stack. That triggered ability will look at the top X cards where X is your devotion to blue and then check whether X is greater than or equal to the number of cards in your library (which is 0 if Demonic Consultation emptied it) [Thassa's Oracle oracle text].
Step 6
If X ≥ number of cards in your library (for an empty library X ≥ 0), the triggered ability’s instruction "If X is greater than or equal to the number of cards in your library, you win the game" is applied and you win.
Resolution
If Demonic Consultation resolves and its reveal step removes every remaining card from your library (for example because you named a card not in your library), your library will be empty; when Thassa’s Oracle enters, its ability will check X = your devotion to blue and the number of cards in your library (0) and, if X ≥ 0, you win the game. The timing that the Demonic Consultation name is chosen is at resolution [Ruling 2008-10-01], and devotion counts only colored mana symbols in permanents you control [Ruling 2020-01-24].
