Glint-Horn Buccaneer + Ophidian Eye

Overview
When Glint-Horn Buccaneer is enchanted by Ophidian Eye and you discard a card (for example from your cleanup step), Buccaneer’s triggered ability triggers and deals 1 damage to each opponent; Ophidian Eye sees the creature dealing damage to an opponent and triggers, letting you optionally draw a card for each opponent damaged [Ruling [2019-07-12]]; [Ruling [2006-09-25]]. Triggered abilities are put on the stack after state-based actions are checked , so the Ophidian Eye draw triggers will go on the stack and can resolve (potentially creating the repeated cleanup-step loop).
Step 1
A discard occurs (for example, discarding down to maximum hand size during the cleanup step); that discard is an event that causes Glint-Horn Buccaneer’s triggered ability (“Whenever you discard a card, this creature deals 1 damage to each opponent.”) to trigger [Ruling [2019-07-12]].
Step 2
That Buccaneer triggered ability is put on the stack and eventually resolves; when it resolves it deals 1 damage to each opponent (damage to players causes loss of life equal to the damage) .
Step 3
As the damage is dealt, Ophidian Eye sees the enchanted creature deal damage to an opponent and its triggered ability(s) trigger — once for each opponent dealt damage; each Ophidian Eye trigger is a separate triggered ability that can cause you to draw a card and is optional [Ruling [2006-09-25]].
Step 4
Triggered abilities that resulted from the damage are put on the stack after state-based actions are checked, per the triggered-ability handling rules .
Step 5
If you resolve Ophidian Eye’s draw trigger(s) during the cleanup step, the draws increase your hand size; because triggered abilities were put on the stack during cleanup, the step does not simply end — after the stack finishes resolving, the cleanup step repeats its first actions (including discarding down to maximum hand size), which can cause another discard and repeat the sequence ; .
Step 6
This loop continues until you choose not to draw on Ophidian Eye’s optional triggers, you run out of cards to draw (causing a potential game loss if you attempt to draw from an empty library) , or your opponents are reduced to 0 life by the repeated 1-damage sources.
Resolution
Discarding a card causes Glint-Horn Buccaneer’s triggered ability to deal 1 damage to each opponent (it is a triggered ability, not an activated one) and Ophidian Eye will trigger for each opponent that the enchanted creature dealt damage to, each trigger allowing you to draw a card (you may choose not to) [Ruling [2019-07-12]]; [Ruling [2006-09-25]]; triggered abilities are handled as described in .
