Overview
When Brago, King Eternal deals combat damage to a player it creates a triggered ability that exiles then returns any number of target nonland permanents you control. You may activate Strionic Resonator to copy that Brago triggered ability while it’s on the stack (Ruling [2018-03-16]). Each instance of the triggered ability, as it resolves, will exile the permanents it targeted and then return those permanents to the battlefield; objects that change zones become new objects with no memory of their previous existence, so returned permanents are new objects (see ). If Venser, Shaper Savant is among the permanents returned, its “When Venser enters” triggered ability will trigger as it enters and can return a spell or permanent to its owner’s hand (and if that target is a spell cast with flashback it will be exiled instead of returned (Ruling [2017-03-14])). Strionic’s copy is independent of Strionic’s later presence on the battlefield (Ruling [2018-03-16]).
Step 1
Brago deals combat damage to a player; Brago’s triggered ability triggers and is put on the stack targeting the nonland permanents you chose (you choose targets when the trigger is created) (see Ruling [2018-03-16] for copying triggered abilities).
Step 2
In response to that Brago trigger, you may activate Strionic Resonator’s activated ability ({2}, {T}) targeting that Brago triggered ability on the stack; doing so creates a copy of that triggered ability on the stack. You may choose new targets for the copy (Ruling [2018-03-16]).
Step 3
Resolve the topmost triggered ability (either the copy or the original depending on how you ordered them). When that triggered ability resolves, exile the permanents it targeted, then return those cards to the battlefield under their owners’ control.
Step 4
Each permanent that was exiled and returned is a new object when it re-enters the battlefield (see ). That means they’re treated as fresh objects (no previous counters, tapped/untapped state from before exile, no memory of previous activation costs paid, etc.).
Step 5
If Venser was among the permanents returned, Venser’s “When Venser enters” triggered ability triggers as Venser entered the battlefield. That triggered ability goes on the stack and can target a spell or permanent; if it targets a spell cast with flashback that spell will be exiled instead of returning (Ruling [2017-03-14]).
Step 6
Resolve the remaining Brago-trigger instance(s) in stack order; each resolved instance separately exiles/returns whatever permanents it targeted when that instance was put onto the stack.
Resolution
You can copy Brago’s triggered ability with Strionic Resonator while the trigger is on the stack (Ruling [2018-03-16]). Each resolving trigger exiles the permanents it targeted and then returns them; returned objects are new objects (see ) and will cause any relevant "enter the battlefield" triggers (such as Venser’s) to trigger. A Venser that returns this way will have its ETB trigger and may target a spell or permanent; if it targets a spell cast with flashback that spell is exiled instead of being returned to hand (Ruling [2017-03-14]).
