With Ygra, Eater of All on the battlefield, other creatures (including Experimental Confectioner) are also Food artifacts and therefore can be sacrificed as Foods. Step 1
Ygra's static ability makes other creatures Food artifacts in addition to their other types while Ygra is on the battlefield, so Experimental Confectioner is a Food as long as Ygra applies to it ().
Step 2
When Experimental Confectioner enters the battlefield it creates a Food token (its ETB triggered ability). That token is a separate Food artifact permanent and also has the sacrifice-for-3-life activated ability printed on Foods.
