Step 1

Experimental Confectioner enters the battlefield. Its triggered ability "When this creature enters, create a Food token." goes on the stack and will create a Food when it resolves.

Step 2

When that triggered ability resolves it would create one Food token, but Peregrin Took's replacement effect modifies token-creation events and makes those tokens plus an additional Food token be created instead, so you create two Food tokens (Ruling [2023-06-16]; replacement effects apply as the tokens would be created ).

Step 3

If you sacrifice a Food, that sacrifice is a separate event that can cause "Whenever you sacrifice a Food, create a 1/1 black Rat creature token..." to trigger. That trigger goes on the stack when the sacrifice occurs.

If you then sacrifice a Food, the Confectioner’s sacrifice-trigger will create a Rat token, and Peregrin will replace that creation event so you get the Rat and an extra Food (Ruling [2023-06-16]). You cannot use a Food that doesn’t yet exist (i.e., one that will be created later by a triggered ability) to pay costs that are being paid now; and you can’t sacrifice the same Food to pay multiple costs simultaneously (Ruling [2024-11-08]).
