Overview

If you control Magda, Brazen Outlaw, Clock of Omens, and Universal Automaton (which is a Dwarf because of Changeling), activating Clock of Omens by tapping two untapped artifacts you control (for example, Clock of Omens and Universal Automaton) will cause Universal Automaton to become tapped as part of paying the activation cost and that change will trigger Magda’s ability, creating a Treasure token. When Clock of Omens’s ability resolves it will untap the chosen artifact (which can be the Automaton), and untapping does not cause Magda to trigger. The trigger requires an actual change from untapped to tapped to occur for a Dwarf you control to trigger Magda [Ruling [2021-02-05]].

Step 1

Starting position: You control Magda (a Dwarf), Clock of Omens (artifact), and Universal Automaton (artifact creature with Changeling, so it is a Dwarf). Universal Automaton is untapped.

Step 2

You activate Clock of Omens’ ability. As part of paying the activation cost you tap two untapped artifacts you control; choose Clock of Omens and Universal Automaton and tap them both to pay that cost. The act of tapping Universal Automaton changes it from untapped to tapped.

Step 3

Because Universal Automaton actually changed from untapped to tapped, Magda’s triggered ability "Whenever a Dwarf you control becomes tapped, create a Treasure token" triggers and is put on the stack. (This follows the ruling that the Dwarf must actually change from untapped to tapped for the trigger to occur) [Ruling [2021-02-05]].

Step 4

Clock of Omens’ activated ability goes on the stack (after costs are paid) and will resolve before Magda’s trigger (assuming no other responses). When the activated ability resolves you untap the targeted artifact (you may target Universal Automaton or some other artifact).

Step 5

Untapping the artifact (including Universal Automaton, if chosen) does not cause Magda to trigger again because Magda’s trigger cares about permanents becoming tapped, not becoming untapped [Ruling [2021-02-05]].

Step 6

When Magda’s triggered ability resolves you create a Treasure token.

Resolution

When you activate Clock of Omens and tap Universal Automaton as one of the two untapped artifacts to pay the cost, Universal Automaton becomes tapped and that actual change from untapped to tapped will cause Magda, Brazen Outlaw’s triggered ability to trigger and create a Treasure token. When Clock of Omens’s ability resolves it can untap the targeted artifact (including Universal Automaton); that untap does not create a Treasure because Magda triggers only when a Dwarf becomes tapped, and a permanent becoming untapped is not the same event as becoming tapped [Ruling [2021-02-05]].
