Step 1
You activate Clock of Omens by announcing the activated ability and paying its costs, which include tapping two untapped artifacts you control.
Step 2
As part of paying that cost you tap Roaming Throne (an artifact creature chosen as the Dwarf type) and a second artifact (which may or may not be a Dwarf).
Step 3
When Roaming Throne becomes tapped, that is an instance of "a Dwarf you control becomes tapped," so Magda’s triggered ability triggers. Because Roaming Throne’s static ability says a triggered ability of another creature you control of the chosen type triggers an additional time, Magda’s trigger is put onto the stack twice (two separate trigger objects) — see Ruling [2023-11-10].
Step 4
The activation of Clock of Omens (which you already paid for) is put on the stack and later resolves. When Clock of Omens’ ability resolves it untaps the target artifact (you may target Roaming Throne itself).

The untap effect from Clock of Omens resolving does not cause another Magda trigger because Magda triggers only when a Dwarf actually becomes tapped; untapping is not a "becomes tapped" event and attempting to tap an already-tapped permanent won’t cause the trigger either — see Ruling [2021-02-05] and .
