Overview
You may use Sensei's Divining Top to put an artifact (a historic card) on top of your library and then cast it from the top with Crystal Skull’s “may cast from the top” permission. When you announce casting, the card moves from your library to the stack immediately , the total cost is then determined and cost reductions like Foundry Inspector’s apply when the total cost is locked in . Once the cast is announced, opponents can’t try to remove Foundry Inspector before the cost is locked in (Ruling [2016-09-20]). If you draw or otherwise change the top while a spell is being cast, the new top can’t be looked at until the spell becomes cast . If an ability would draw a card while you’re casting the spell, the drawn card is kept face down until the spell becomes cast .
Step 1
Use Sensei's Divining Top's {1} ability to look at the top three cards and reorder them (Top's look/ordering is allowed any time you have priority; Crystal Skull also lets you look at the top any time) and put the historic artifact you want to cast on top so Crystal Skull permits casting it from the top .
Step 2
When you decide to cast that historic artifact from the top, announce that you are casting the spell; at that moment the card is moved from your library to the stack ().
Step 3
After the announcement and movement to the stack, the total cost is determined and locked in; any cost reductions that apply (such as Foundry Inspectors static cost reduction) are applied at that time ().

If the total cost includes mana, you may activate mana abilities before paying costs (); then you pay the locked-in cost and the spell becomes cast ( and part of casting sequence ).
