Crystal Skull, Isu Spyglass + Foundry Inspector + Sensei's Divining Top
Overview
You may use Sensei's Divining Top to put an artifact (a historic card) on top of your library and then cast it from the top with Crystal Skull’s “may cast from the top” permission. When you announce casting, the card moves from your library to the stack immediately , the total cost is then determined and cost reductions like Foundry Inspector’s apply when the total cost is locked in . Once the cast is announced, opponents can’t try to remove Foundry Inspector before the cost is locked in (Ruling [2016-09-20]). If you draw or otherwise change the top while a spell is being cast, the new top can’t be looked at until the spell becomes cast . If an ability would draw a card while you’re casting the spell, the drawn card is kept face down until the spell becomes cast .

Use Sensei's Divining Top's

When you decide to cast that historic artifact from the top, announce that you are casting the spell; at that moment the card is moved from your library to the stack ().

After the announcement and movement to the stack, the total cost is determined and locked in; any cost reductions that apply (such as Foundry Inspector s static cost reduction) are applied at that time ().

If the total cost includes mana, you may activate mana abilities before paying costs (); then you pay the locked-in cost and the spell becomes cast ( and part of casting sequence ).

Because the card moved to the stack on announcement, Sensei's Divining Top can no longer change that object or the fact that it is on the stack; attempts to use Top after the announcement cannot affect the spell being cast because it is no longer on top of the library ( and ).

Opponents may not attempt to remove Foundry Inspector after you have announced the artifact spell in order to try to retroactively deny its cost reduction (Ruling [2016-09-20]).
Resolution
You can reorder your top cards with Sensei’s Divining Top and then cast a historic artifact from the top because of Crystal Skull. When you announce casting, the card is moved from the library to the stack () and the total cost is determined and locked in (); if Foundry Inspector is on the battlefield at that time, its static cost reduction applies. After announcement the card is no longer in the library so Top cannot change the spell; opponents can’t try to remove Foundry Inspector after the announcement to prevent its reduction (Ruling [2016-09-20]). If you cause a draw while the spell is being cast, the drawn card is kept face down until the spell becomes cast ().
