Step 1
You (an opponent of Teferi’s controller) may only cast spells at times you could cast a sorcery because of Teferi’s static ability .
Step 2
You cast Sol Ring (an artifact, a noncreature spell) following the casting procedure in ; at the moment you cast it Displacer Kitten sees that you cast a noncreature spell and its triggered ability is put on the stack .
Step 3
When Displacer Kitten’s triggered ability is put on the stack you choose targets for that ability; only permanents currently on the battlefield are legal targets at that moment, so the Sol Ring that is still a spell on the stack cannot be chosen as the target .
Step 4
Sol Ring (the spell) resolves, becomes a permanent, and enters the battlefield .
Step 5
Later the Kitten’s triggered ability resolves; it exiles the permanent you targeted (if any), then returns that card to the battlefield under its owner’s control as a new object .
Step 6
Because the returned card is a new object, any Auras that were attached to the original object go to graveyard and Equipment becomes unattached; any counters are gone .
Resolution
You may cast Sol Ring only at sorcery timing if an opponent controls Teferi, Time Raveler . Casting Sol Ring will cause Displacer Kitten’s “Whenever you cast a noncreature spell …” triggered ability to trigger . That triggered ability cannot target the Sol Ring while Sol Ring is still a spell on the stack (it can target only permanents on the battlefield at the time the trigger is put on the stack), so the triggered ability cannot blink the Sol Ring that you just cast as it resolves unless there is already another Sol Ring permanent on the battlefield to target . When the Kitten’s ability resolves and returns the exiled card to the battlefield, it returns as a new object with no connection to the old one (so Auras fall off, Equipment becomes unattached, and counters don’t persist) ; see also Ruling [2022-06-10].
