Overview
When Fleet Swallower attacks it triggers a mill-for-half ability that can target any player [Ruling [2017-09-29]]. All cards put into the enchanted player's graveyard that turn (including those milled by Fleet Swallower) are counted by Fraying Sanity’s end-step trigger even if Fraying Sanity wasn’t on the battlefield when those cards were put there [Ruling [2017-07-14]]. Fleet Swallower’s attack causes its triggered ability to trigger and go on the stack; when it resolves it causes the targeted player to mill half their library, rounded up .

If the targeted player is the one enchanted by Fraying Sanity, those milled cards are cards put into that player’s graveyard this turn and therefore increase the count Fraying Sanity uses, per ruling [Ruling [2017-07-14]].

At the beginning of the end step, Fraying Sanity’s triggered ability triggers (assuming it is attached to that player at that time) and is put on the stack .

If Fleet Swallower targeted a different player than the enchanted player, the cards that Fleet Swallower milled are not counted by Fraying Sanity for the enchanted player (Fleet can target any player [Ruling [2017-09-29]]).
Resolution
If Fleet Swallower’s attack-trigger targets the player enchanted by Fraying Sanity, the cards milled by Fleet Swallower that turn are included in Fraying Sanity’s count, and Fraying Sanity will cause that enchanted player to mill that many cards at the beginning of the end step [Ruling [2017-09-29]] [Ruling [2017-07-14]] . If Swallower targets a different player, those milled cards do not affect Fraying Sanity’s count for the enchanted player [Ruling [2017-09-29]].
