Overview
Traumatize mills half of the target player's library when it resolves. Fraying Sanity’s triggered ability at the beginning of each end step will then mill X cards, where X is the number of cards that were put into that enchanted player's graveyard from anywhere that turn — that count includes the cards milled by Traumatize earlier in the turn and even counts cards that later left the graveyard [Ruling 2017-07-14]. The value X used by Fraying Sanity is determined when its triggered ability is applied as it resolves . Milling cards does not itself cause a player to lose the game; a player only loses for attempting to draw from an empty library . The controller of the milled cards chooses the order they’re put into their graveyard when a mill effect instructs doing so, per the ruling [Ruling 2004-10-04].
Step 1
Traumatize resolves and its controller follows its instructions: the targeted player mills half their library, rounded down, placing that many cards from the top of their library into their graveyard (Traumatize's effect is applied when it resolves) .
Step 2
Throughout the turn, any cards put into that player's graveyard (from any zone) are counted toward the number Fraying Sanity will use; that count is tracked even if Fraying Sanity was not yet on the battlefield when those cards were put there [Ruling 2017-07-14].
Step 3
At the beginning of the end step, Fraying Sanity’s triggered ability triggers and is put on the stack (provided Fraying Sanity is on the battlefield to trigger).
Step 4
When that triggered ability resolves, the number X (the number of cards put into the enchanted player's graveyard from anywhere this turn) is determined and then the enchanted player mills X cards — the value X is fixed when the effect is applied during resolution .
Step 5
If the library contains fewer than X cards, the player mills what remains (puts all remaining cards into the graveyard). Milling itself doesn’t cause a player to lose the game; only attempting to draw from an empty library since the last SBA check does .
Step 6
If any mill effect instructs the player to put cards into the graveyard in a chosen order, the player may choose that order [Ruling 2004-10-04].
Resolution
If Traumatize mills half the enchanted player's library earlier in the turn, Fraying Sanity’s end step triggered ability will count those milled cards when determining X and will mill that many cards at the beginning of the end step (assuming Fraying Sanity is on the battlefield to trigger). X is fixed when the triggered ability is applied during its resolution , the earlier Traumatize mills are included in the count even if Fraying Sanity wasn’t on the battlefield at the time those cards were put into the graveyard [Ruling 2017-07-14], and milling itself does not cause a loss (only attempting to draw from an empty library does) .
