Step 1
Traumatize resolves and its controller follows its instructions: the targeted player mills half their library, rounded down, placing that many cards from the top of their library into their graveyard (Traumatize's effect is applied when it resolves) .
Step 2
Throughout the turn, any cards put into that player's graveyard (from any zone) are counted toward the number Fraying Sanity will use; that count is tracked even if Fraying Sanity was not yet on the battlefield when those cards were put there .

X is fixed when the triggered ability is applied during its resolution , the earlier Traumatize mills are included in the count even if Fraying Sanity wasn’t on the battlefield at the time those cards were put into the graveyard , and milling itself does not cause a loss (only attempting to draw from an empty library does) .
