With the desired artifact on top, you may cast that artifact from the top of your library because Mystic Forge’s static ability allows you to cast artifact spells from the top of your library [601.2, 401.6].

Mystic Forge still follows the normal casting steps for that spell even though it's being cast from the top of your library . You cannot play lands from the top with Mystic Forge, and Familiar’s ruling that it doesn’t reduce its own cost while you’re casting it is noted but not relevant unless you were somehow trying to cast Jhoira’s Familiar itself [2019-07-12, Ruling 2020-08-07].
