Ensure it's a main phase, you have priority, Etherium Sculptor and Mystic Forge are on the battlefield under your control and the artifact card you want to cast is the top card of your library (Sensei's Divining Top can be used to arrange this) .

Because Mystic Forge’s static ability lets you cast artifact spells from the top of your library, announce that you are casting the top card (the artifact) and move it from the top of your library to the stack as the spell you are casting; casting follows the rules in 601.2, including announcement and moving the card to the stack .

If you have Mystic Forge and Etherium Sculptor on the battlefield and you arrange an artifact card to be the top card of your library (for example using Sensei's Divining Top), you may cast that artifact card from the top of your library because Mystic Forge allows you to cast artifact spells from the top .
